For a long time, the Federal Assembly has been concerned with the issue of unclaimed assets and with the history of Switzerland during the Second World War (see Chronology).
During the 1996 winter session, it unanimously approved the urgent « Federal Decree on the Historical and Legal Investigation into the Fate of Assets which reached Switzerland as a Result of the National-Socialist Regime ». This Federal Decree, elaborated upon the initiative of the National Council’s Legal Affairs Committee, forms the legal basis for the appointment of a Commission of Experts (« The Bergier Commission of Historians»).
