The Federal Assembly has supreme power at Federal level, subject to the rights of the people and the Cantons. The Federal Assembly consists of two Chambers: the National Council and the Council of States. The two Councils are on an equal level. Each Chamber functions separately; for decisions taken by the Federal Assembly, both Chambers must agree.
