​Projects to support the parliamentary administration

Following the official visit to Pristina by former President of the National Council Isabelle Moret (FDP/VD) in November 2020, and the subsequent visit by her Kosovar counterpart Vjosa Osmani to Bern in March 2021, a first workshop was organised in December 2021 in Pristina between the two parliamentary administrations in partnership with the Peace and Human Rights Division (PHRD) of the Federal Department of Foreign Affairs (FDFA). On this occasion, the Parliamentary Services (PS) presented their working methods and tools in the following three areas: oversight and evaluation of public policies, parliamentary diplomacy and consultation with civil society in the legislative process.

An exchange on the institutional communication practices of the two parliaments took place in Pristina in December 2022. Then, as part of a study visit to Bern and Pristina in 2023, various hands-on workshops were held with staff from the Directorate for Media and Public Relations of the Kosovo Assembly on producing photographs and videos for social media. The exchange of expertise focused on the various stages involved in producing and publishing short videos, including preparing a concept for interviews and directing, editing and writing captions.

To conclude these exchanges on institutional communication, a delegation from the Directorate for Media and Public Relations of the Kosovo Assembly took part in a study visit on press releases in Bern in June 2024. Several aspects were addressed, namely the guidelines for writing a press release and how to structure it according to journalistic practices, as well as how to best inform the public about the discussions and decisions of parliamentary committees. The PS also shared with the Kosovar delegation their experience in event-based communication relating to the celebrations organised for the 175th anniversary of the Swiss Constitution. For 2025, the PS plans, in collaboration with the PHRD, to offer support to the administrative staff of the Kosovo Assembly in the drafting of laws in a multilingual context.
