Project to support the parliamentary administration
The Swiss Agency for Development and Cooperation (SDC) has strengthened its bilateral commitment in Moldova, a country particularly affected by the repercussions of the war in Ukraine. In this fragile context, it has launched a project called Strengthening Parliamentary Democracy in Moldova (PADEM), which covers the period from 2024 to 2036. This project aims to consolidate the legislative, representative and supervisory functions of the Moldovan Parliament, while enhancing its efficiency and transparency. Particular attention is paid to the Moldovan parliamentary administration, which plays an essential role in supporting parliamentarians and implementing decisions.
As part of PADEM, the Parliamentary Technical Cooperation unit of the Parliamentary Services (PS) carried out an exploratory mission to the Moldovan Parliament in June 2024. On this visit, the PS were able to meet with the vice presidents of the ruling party and the opposition party, the committee chairpersons, the NGO representatives monitoring parliamentary activities, as well as the Secretary General and the heads of the main departments of the Moldovan Parliament. These discussions made it possible to identify the main challenges being faced and to determine the areas in which the support of the PS would be most relevant for strengthening the capacities of the Moldovan Parliament.
Study visit to the Federal Palace
In November 2024, the PS hosted a delegation from the Moldovan parliamentary administration at the Federal Palace for a first study visit. The two parliamentary administrations exchanged views on their practices and operating methods, particularly in the following areas:
- civic education and public relations
- institutional communication
- legislative procedure and civil society consultation
- parliamentary oversight
- evaluation of public policies
The Moldovan delegation expressed a strong interest in benefiting from the PS’s expertise in certain areas. At the end of the visit, specific avenues for collaboration were identified with a view to future exchanges planned for 2025.
