Starting in the 2025 winter session, the debates of both chambers will be livestreamed on parl.ch with subtitles for deaf and hearing-impaired people. The subtitles will be available exclusively in the original language (no translation). This implements the mandate of the Suter 20.505 parliamentary initiative “Ensuring accessibility of the livestream of parliamentary debates.”
In accordance with the proposal of the National Council Office, the subtitles will be generated fully automatically using artificial intelligence (AI). Fully automated subtitling provides deaf and hearing-impaired people with additional assistance in understanding the live broadcast of Council debates. The subtitles are generated simultaneously with the session using artificial intelligence and may occasionally contain minor gaps, inaccuracies, or errors—especially with names, abbreviations, or technical terms. The system is being continuously developed and optimized based on practical experience. The official transcript in the Official Bulletin remains the authoritative version for the correct written reproduction of the Council debates.
